August 7, 2017 – 6:00 p.m.

2018 Budget Hearing

 

Members Present – Betty Nelson, Kathy Richardson, Corey Peterson, Rick Martin, David Higbee, Mark Friesen, Emile Gallant & Bill Taylor

 

Absent - Blaine Heble

 

Others Present – Greg DuMars, Jerry Lovett-Sperling, Tim Berggren, Larry Lindgren, Kate Elliott, Chris Lindholm, Dan Carr, Ed Radatz & Gary Shogren

 

Mayor Taylor declared the hearing open at 6:00 p.m.

 

The City Administrator indicated a slight change in the budget to allow for repair of the Library structure.  There is a decrease in the mil levy for 2018.

 

There were no questions from the public.

 

Mayor Taylor declared the Hearing closed at 6:06 p.m.

Meeting Minutes

 

Members Present – Betty Nelson, Kathy Richardson, Corey Peterson, Rick Martin, David Higbee, Mark Friesen & Bill Taylor

 

Absent - Blaine Heble

 

Others Present – Greg DuMars, Jerry Lovett-Sperling, Tim Berggren, Larry Lindgren, Kate Elliott, Chris Lindholm, Bill Gusenius, Dan Carr, Gary Shogren, Ed Radatz

 

The meeting was called to order at 6:30 p.m. by Mayor Bill Taylor and the Pledge of Allegiance was said. 

 

City Council Appointment – Mayor Taylor presented Ed Radatz to serve the unexpired term of Emile Gallant in Ward 1.  Rick Martin moved to approve the appointment.  Motion seconded by Betty Nelson and passed.  The City Clerk administered the Oath of Office.  Mr. Radatz took his seat on council.

 

Public Input – none  

 

Amendments to the Agenda – There will be an update on the Astratek claim during item 14 -Other

 

Mayor’s Report – Mayor Taylor expressed his thanks to Ed Radatz for filling the vacancy left by Emile Gallant.  He also voiced his appreciation to Emile Gallant for his years of service to the citizens of Lindsborg.  He also noted that school will be starting soon, so watch for additional foot and bike traffic as students return to classes.

Kathy Richardson noted the great crowd that turned out for the reception for Mike Hartung and the exhibition of his art at the Sandzen Memorial Art Gallery.

 

Consent Agenda – Rick Martin moved to approve the minutes of the July 17, 2017 regular council meeting, Payroll Ordinance 5060 and Purchase Order Ordinance 5061.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

Appointments –  Mayor Taylor recommend the following appointment: Curtis Eppenbach to the Housing Authority Board.  Kathy Richardson moved to approve the appointment.  Motion seconded by Rick Martin and passed. Mayor Taylor recommended Donna Patry to the EMS department and Tanner Trautwein to the Fire Department.  Betty Nelson moved to approve the appointment.  Motion seconded by David Higbee and passed.

 

Old Business – DOGGY DIP – Betty Nelson moved to approve the Doggy Dip, set for August 20th with the rules as presented.   Motion seconded by David Higbee and passed.

 

New Business – 2018 BUDGET – David Higbee moved to adopt the 2018 Budget as presented.  Motion seconded by Rick Martin and passed unanimously by roll call vote.  It was noted that the mil levy for 2017 is 44.818 and the 2018 levy is 43.652.

 

LEAGUE OF KANSAS MUNICIPALITIES VOTING DELEGATES – Betty Nelson                        moved to select Rick Martin and Jerry Lovett-Sperling as voting delegates.  Motion seconded by Mark Friesen and passed.  Rick Martin moved to select Betty Nelson and Kathy Richardson as alternate voting delegates. Motion seconded by David Higbee and passed.

 

SWENSSON PARK TREE TRIMMING PROPOSAL – Rick Martin moved to approve $1,150.00 for Treder Tree Service to trim the walnut trees in Swensson Park.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

RURAL FIRE DISTRICT #8 AGREEMENT – Betty Nelson moved to approve the agreement with the Rural Fire District #8.  Motion seconded by Rick Martin and passed.

 

Executive Session – none

 

 

 

Department Head Reports – CVB/SUNDSTROM – The CVB Director provided council with documents containing JO Sundstrom booking and visitor information.  Transient Guest Tax numbers and projections were shared.  Community partners have been helpful in planning for large tour groups this season and it is greatly appreciated!

 

PUBLIC WORKS – Director Chris Lindholm noted that the water tower work is complete.  The crews will be back in a week to sanitize and begin filling the tower.  The logo is in place and is visible from the north entry to the city.  Circle C Paving was in and out in one day for the chip seal project, completing 13 blocks.  The mill & overlay on Union & Pine Streets has stalled a bit.  The new electric feed into town is estimated to transition over the end of the month.  The will be an outage of about an hour during the night.  The downtown parking stripes were painted during an overnight to minimize disruption of downtown parking.

 

PUBLIC SAFETY – Things are running smoothly for the Police Department as Officer Aldrete has completed his training and is now on the patrol.  The EMS building is getting the last pour of concrete and will be doing a walk through on the 29th with an anticipated open house in October

 

Other – The City Attorney informed council that the suit has been filed against Astratek regarding the slide resurfacing at the pool.  The company has been served at their Illinois headquarters.  Astratek has until August 20th to file a response.

 

August 15th is National Selfie at City Hall Day, so be sure to come take a selfie!!!

 

The Solar Eclipse on August 21st will begin at 11:35 a.m. with maximum cover at 1:02 p.m. and complete at 2:30 p.m.  We will have 96% coverage here.

 

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Kathy Richardson and passed.  Meeting adjourned at 7:15 p.m.
