2017 Budget Public Hearing Minutes

 

Members Present – Emile Gallant, David Higbee, Corey Peterson, Rick Martin, Blaine Heble, Betty Nelson, Kelley Menke & Bill Taylor (one vacancy)

Absent –

Others Present – Greg DuMars, Jerry Lovett-Sperling, Gary Shogren, Larry Lindgren, Dan Carr & Martha Danielson

 

Mayor Taylor opened the hearing at 6:00 p.m.

 

There were no comments from the public.  There were no questions from the public or Council members.

 

Rick Martin moved to close the public hearing.  Motion seconded by Betty Nelson and passed.  The hearing closed at 6:01 p.m.

Meeting Minutes

 

Members Present – Emile Gallant, Blaine Heble, Betty Nelson, Rick Martin, Kelley Menke, David Higbee, Corey Peterson, & Bill Taylor (one vacancy)

Absent

Others Present – Greg DuMars, Jerry Lovett-Sperling, Tim Berggren, Gary Shogren, Kate Elliott, Tim Dunn, Holly Lofton, Bill Gusenius, Larry Lindgren, Dan Carr, Amy Habiger, Don Anderson, Anika Peterson, Elise Nelson, Morgan Van Der Wege, Karlie Hanson, Melinda Hanson, Matt Pfannenstiel, Katelynn Adam, Kerri Henne, Katie Klaassen & Stephen Klaassen

 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.

 

Public Input – none

 

 

Amendments to the Agenda – Item D under the consent agenda will be taken up as an individual item and will add Item E as another appointment.  There will be an item for the Executive Session to discuss a real estate purchase.  Betty Nelson moved to approve these amendments.  Motion seconded by Emile Gallant and passed.

 

 

Mayor’s Report – August Meetings – LKM Conference in October, Overland Park

 

The Viking to Swede Scholarship Recipients were introduced to council.  They are: Katelynn Adam, Kerri Henne, Katie Klaassen & Stephen Klaassen

Lindsborg Swedish Folk Dancers Presentation – Representatives of the Lindsborg Swedish Folk Dancers presented a brief travelogue of their resent trip abroad.

 

 

Consent Agenda – Kelley Menke moved to approve the consent agenda that includes the minutes of the August 1, 2016, regular meeting, Purchase Order Ordinance 5005 and Payroll Ordinance 5004.  Motion seconded by Rick Martin and passed unanimously by roll call vote. Betty Nelson moved to approve the appointment of Brent Heizelman to the EMS.  Motion seconded by David Higbee and passed.  Rick Martin moved to approve the appointment of Richard Kurtz to the Cemetery Board.  Motion seconded by Blaine Heble and passed.

 

 

Planning & Zoning – no items   

 

 

Old Business – no items

 

 

New Business – 2017 BUDGET  - David Higbee moved to adopt the 2017 Budget for the City of Lindsborg.   Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

 

Executive Session – Rick Martin moved to enter executive session for 10 minutes to discuss matter related to the purchase of real estate and to include the city attorney and the city administrator and to return at 7:20 p.m.  Motion seconded by Emile Gallant and passed.  Session began at 7:10 and ended at 7:20 p.m. and no action was taken as a result of the session.

 

 

Department Head Reports – RECREATION – Director Kate Elliott gave a rundown of the 2016 pool season with increases in several areas of pool use this year.

 

COMMUNITY DEVELOPMENT/PARKS – Director Gary Shogren gave updates on the progress of storm water utility and there have been 8 new housing starts this year with the possibility of 1 or 2 more before year end!

 

ADMINISTRATION/FINANCE – City Administrator, Greg DuMars gave some updates on the upcoming bond issue that will be on the agenda for the September 6, 2016 council meeting.

 

 

Other – Corey Peterson noted that he had been approached by a citizen with a concern for handicap parking spaces in the downtown area.  Staff is already working on this topic.

 

 

Adjournment – Rick Martin moved to adjourn the meeting.  Motion seconded by David Higbee and passed.  Meeting adjourned at 7:44 p.m.
