LINDSBORG CITY COUNCIL

June 6, 2016 – 6:30 p.m.

Meeting Minutes

 

Members Present – David Higbee, Emile Gallant, Corey Peterson, Kelley Menke, Betty Nelson, Becky Anderson, Rick Martin & Bill Taylor

Absent – Blaine Heble

Others Present – Greg DuMars, Jerry Lovett-Sperling, Tim Berggren, Gary Shogren, Kate Elliott, Tim Dunn, Holly Lofton, Bill Gusenius, Larry Lindgren, Amy Habiger, Dan Carr, Pastor Steve Holmes, Chris Lindholm, Carissa Worthington, Kyli McGreevy, Stacy Wilson, Sam Wilson and Sean Wilson 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.

Pastor Steve Holmes gave the Invocation.

 

Public Input – Jerry Montagne introduced himself and stated that he is a candidate for McPherson County Sheriff.  He is a Bethany grad and has been in law enforcement for 26 years in McPherson.

 

Amendment to the Agenda – None

 

Mayor’s Report – Mayor Taylor had three items: 1) an invitation to meet the new Physician’s Assistant in Lindsborg on Wednesday from 5 – 7 p.m.  2) The cemetery on Memorial Day looked great and thanks to staff and volunteers who keep it in good shape.  3) Reminder to recycle as much as possible.  Talk to your neighbors about the benefits of recycling.

 

Consent Agenda – Betty Nelson moved to approve the consent agenda that includes the minutes of the May 16, 2016 regular meeting, Purchase Order Ordinance 4988 and Payroll Ordinances 4989.  Motion seconded by Rick Martin and passed unanimously by roll call vote. 

 

Appointments - Betty Nelson moved to approve the appointment of Carissa Worthington, Kyli McGreevy and Anastasia Wilson to the Emergency Medical Service.  Motion seconded by Kelley Menke and passed.

 

Planning & Zoning

 

Old Business – None

 

New Business – RESOLUTION 11-16 – TRANSPORTATION ALTERNATIVE GRANT- Rick Martin moved to adopt Resolution 11-16 regarding the trail grant funding.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

ORDINANCE 4986 – ALLEY VACATION -  David Higbee moved to adopt Ordinance 4986 to vacate the platted alley that divides the properties on N Harrison Street for the proposed location of AuBurn Pharmacy.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

ORDINANCE 4987 – FEE SCHEDULE AMENDMENT - Emile Gallant moved to adopt Ordinance 4987 which amends the fee schedule for court costs mandated by the state.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

KANSAS TRAVEL GUIDE ADVERTISING – Betty Nelson moved to approve $1,468.00 to purchase a shared ¼ page ad space with McPherson in the Kansas Travel Guide.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

GOLF CART LEASE – Emile Gallant moved to approve $7,500 for the lease of golf carts for the season from Kansas Golf & Turf.  Motion seconded by Kelley Menke and passed unanimously by roll call vote.

 

Executive Session –

 

Department Head Reports - CVB/SUNDSTROM – Google Ads “Things to Do” – 90 hits.  CVB Director offered thanks to council for allowing her to participate in Leadership Kansas. Memorial weekend at the JOS hosted 3 weddings.  It was a huge learning experience which presented some opportunities to fine tune the processes.

 

PUBLIC SAFETY – The department is better at watching saturating rain and reporting to staff.  They have received an email from Rural Development that they have received all information from the city and architect to begin the review for the EMS building.

 

PUBLIC WORKS – The director review the anonymous letter received by council regarding the flooding of 2013.  He reviewed for council the steps that have been taken thus far in the process.  The issue as always is what needs to be done first and a lack of available funding.

 

Other – A comment from Corey Peterson that the golf course looked great for the Ol Stuga Tournament.  Thanks to the course staff for a job well done.

 

Adjournment – Rick Martin moved to adjourn.  Motion seconded by Emile Gallant and passed.  Meeting adjourned at 7:15 p.m.
