LINDSBORG CITY COUNCIL

May 2, 2016 – 6:30 p.m.

Meeting Minutes

 

Members Present – David Higbee, Emile Gallant, Corey Peterson, Kelley Menke, Betty Nelson, Becky Anderson, Blaine Heble, Rick Martin & Bill Taylor

Absent

Others Present – Tim Berggren, Gary Shogren, Kate Elliott, Bill Gusenius, Larry Lindgren, Amy Habiger, Holly Lofton, Greg DuMars, Jerry Lovett-Sperling, Tim Dunn, Dan Carr

 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.

Invocation was given by Pastor Loren Mai

 

Public Input – None

 

Amendment to the Agenda – None

 

Mayor’s Report – Review of May Meetings

 

Consent Agenda – Betty Nelson moved to approve the consent agenda that includes the minutes of the April 18, 2016 regular meeting, Purchase Order Ordinance 4982, Payroll Ordinances 4980.  Citizen Committee Appointments: Judy Murphy & Mary Parker to the Library Board; Gordon Bengtson to the Housing Authority Board; Cynthia Woodard to the Recreation Advisory Board; John Presley, Ken Swisher & Ron Wilson to Planning & Zoning; Terry Nation & Ken Swisher to Board of Zoning Appeals; Shirley Malm, Cody Whetstone & Liz Lahodney to Design Review; Jim Nelson to Golf Course Advisory; Scott Achenbach to Public Safety Advisory; Duane Fredrickson & Joyce Peterson to Sister City; Abner Vickrey, Duane Fredrickson, Terry Nation & Warren Webster to the Tree Board; Kathy Richardson & Ash Alam to CVB Advisory; Chris Bauer to Sundstrom Advisory.  Appointed Officers: Greg DuMars, City Administrator; Jerry Lovett-Sperling, City Clerk; Tim Berggren, Director of Public Safety; Tim Dunn, Director of Public Works; Kate Elliott, Director of Parks & Recreation; William Gusenius, City Attorney; Kent Ebling, Fire Chief; and Larry Lindgren, City Treasurer.  Motion seconded by Emile Gallant and passed unanimously by roll call vote.

 

Council President – David Higbee nominated Rick Martin to serve as Council President.  There were no other nominations.  David Higbee moved that nominations cease and was seconded by Emile Gallant.  Motion passed.  Rick Martin elected.

 

Planning & Zoning PLANNING & ZONING COMMISSION BYLAWS – Rick Martin              moved to approve the updated bylaws for the Planning & Zoning Commission as presented.  Motion seconded by Kelley Menke and passed.

 

Old Business – OVERNIGHT PARKING DOWNTOWN – David Higbee moved to approve the removal of the limited time parking signs from the 100 blocks of north and south Main Street.  Motion seconded by Rick Martin and passed.

 

New Business – KMEA/WAPPA HYDORPOWER CONTRACT - In January of 2015, action was taken to approve the extension of the Western Area Power Authority (WAPA) contract from 2024 to 2054. The City of Lindsborg receives Federal hydroelectric power from WAPA, specifically WAPA’s Loveland Area Project. The last action to be taken is the approval of the attached Exhibits and the contract between the Kansas Municipal Energy Agency and WAPA.  David Higbee moved to approve the extension of the contract between the KMEA and WAPA.  Motion seconded by Becky Anderson and passed unanimously by roll call vote.

 

ORDINANCE 4981 – NON-PARTISAN ELECTIONS - Betty Nelson moved to adopt Ordinance 4981 which designates all local elections as non-partisan.  Motion seconded by Kelley Menke and passed unanimously by roll call vote.

 

Executive Session – None

 

Department Head Reports – PUBLIC WORKS – Gave update on employee recruitment for WWTP/Meter Reader position.

 

PUBLIC SAFETY – Gave update on case load numbers, EMS runs and giving the unclaimed bicycles to TACOL

 

CVB/SUNDSTROM – Gave update on partnering with Ad Hoc on marketing and upcoming events as the JOS.

 

Other – City Administrator gave a brief update on the status of the golf course

 

Adjournment – David Higbee moved to adjourn the meeting.  Motion seconded by Emile Gallant and passed.  Meeting adjourned at 7:00 p.m.
