Meeting Minutes


Members Present – David Higbee, Emile Gallant, Corey Peterson, Kelley Menke, Betty Nelson, Becky Anderson, Blaine Heble, Rick Martin & Bill Taylor


Others Present – Tim Berggren, Gary Shogren, Kate Elliott, Bill Gusenius, Larry Lindgren, Amy Habiger, Holly Lofton, Greg DuMars, Jerry Lovett-Sperling, Tim Dunn, Dan Carr & Joe Hulse



The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.


Public Input – Joe Hulse was present and asked why there was a tire dump allowed downtown.  Mayor Taylor stated that staff would look in to it and respond.


Hearing 315 E Lincoln Street Property– Mayor Taylor opened the hearing and Chief Berggren gave a review of events which led up to the issuance of the nuisance violation letter.  Mr. Hulse asked several questions of the Chief.  It was noted that there had been 5 citizen complaints and the hearing was recessed to allow Mr. Hulse to read the complaints.  The hearing recessed at 6:48 p.m. and reopened at 6:57 p.m. and


Amendment to the Agenda – Under “Other” there will be added a permit for the Midsummer’s Festival beer garden and the issue of overnight parking on Main Street.


Mayor’s Report – Mayor Taylor stated that he had received a letter from the Golf Course Advisory Board that he had distributed to council members.  He also reminded everyone of the upcoming “Lindsborg In Bloom” event.  It was determined that the Council CIP/Budget meeting will be on Tuesday, April 26th at 5:30 p.m.  David Higbee moved to approve the Arbor Day Proclamation that was read by Gary Shogren.  Motion was seconded by Rick Martin and passed.


Consent Agenda – Rick Martin moved to approve the consent agenda that includes the minutes of the April 4, 2016 regular meeting, Purchase Order Ordinance 4979, Payroll Ordinances 4978.  Motion seconded by Emile Gallant and passed unanimously by roll call vote. 


Planning & Zoning – no items


Old Business – NO U-TURN SIGNS – David Higbee moved to remove the U-turn signs from downtown.  Motion seconded by Emile Gallant and passed.



 New Business – RESOLUTION 09-16 – 315 E LINCOLN STREET – Rick Martin               moved to adopt Resolution 09-16 relating to code violations at that location with the item “old vehicle tires” removed from the resolution.  Motion seconded by David Higbee and passed unanimously by roll call vote.


CUTOUT COVER BID – Becky Anderson moved to approve the purchase of 98 cutout covers, aka “critter covers” to keep animals from shorting out power lines from Kriz Davis in the amount of $1,673.84.  Motion seconded by Emile Gallant and passed unanimously by roll call vote.


ORDINANCE 4977 – OFFICIAL STREET TREE LIST – Betty Nelson moved to adopt Ordinance 4977 which designates approved species for street trees.  Motion seconded by Kelley Menke and passed unanimously by roll call vote.


Executive Session – none


Department Head Reports – COMMUNITY DEVELOPMENT – Gary Shogren gave an update on the recent notification of the grant for the trail extension.


RECREATION – Kate Elliott gave an update on the expansion of foot golf at the golf course and invited all council to the Kick-Off event on April 29th at 6:00 p.m.


ADMINISTRATION/FINANCE – Greg DuMars reviewed the Quarterly Financias Statement Analysis.


Other – TEMPORARY CMB PERMIT – The Midsummers Day Committee has requested a permit for a beer garden in Riverside Park.   Betty Nelson moved to approve the permit for the Midsummers Day Committee.  Motion seconded by Rick Martin and passed.


OVERNIGHT PARKING SIGNS DOWNTOWN – There was no action on this item and will be added to the next meeting agenda.


Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Rick Martin and passed.  The meeting adjourned at 7:31 p.m.
