LINDSBORG CITY COUNCIL

November 16, 2015 – 6:30 p.m.

Meeting Minutes

 

Members Present – Rick Martin, Betty Nelson, David Higbee, Emile Gallant, Corey Peterson,  Becky Anderson, Blaine Heble & Mayor Bill Taylor

Absent – Kelley Menke

Others Present – Greg DuMars, Tim Berggren, Dan Carr, Gary Shogren, Tim Dunn, Amy Habiger, Holly Lofton, Kate Elliott, Austin Gordon, Reymond Vazquez, Bruno Campo, Ricardo Gonzales, Joleen Chanco, Robyn Haynes, Brett Croome

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. 

 

Public Input – None

 

 

Amendment to the Agenda – None

 

 

Mayor’s Report – Mayor Taylor reviewed the remaining meetings for the month of November.

 

 

Consent Agenda – Rick Martin moved to approve the consent agenda that includes the minutes of the November 2, 2015 regular meeting, Purchase Order Ordinance 4951 and Payroll Ordinance 4950.  Motion seconded by Betty Nelson and passed unanimously by roll call vote. 

 

 

Planning & Zoning – no report

 

 

Old Business – None

 

 

New Business – OFFICIAL CITY NEWSPAPER – Annually the City must name an official City newspaper for legal publications.  Rick Martin moved to name the Lindsborg News-Record as the official city newspaper.  Motion seconded by David Higbee and passed.

                  

 

RESOLUTION NO. 07-15 – VÄLKOMMEN TRAIL APPLICATION – This resolution is in support of submitting an application for Phase II of the Välkommen Trail to the Kansas Department of Transportation’s Transportation Alternatives grant program.  If awarded the grant KDOT would provide 80% of project funding and the City would be responsible for 20%.  Rick Martin moved to adopt Resolution No. 07-15.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

 

WWTP BRIDGE CORE SAMPLE TESTING - A precast concrete beam that spans the aeration basin at the Wastewater Plant has started deteriorating where the liquid splashes on it.  An engineer from PEC has recommended that core samples from the beam be taken and then tested to determine the cause and extent of the deterioration as well as remediation measures that might be taken. A quote was received from Terracon to perform a Petrographic Examination of the core samples at a cost of $3,800.  Betty Nelson made a motion to approve the quote from Terracon in the amount of $3,800 to perform a Petrographic Examination of core samples. Motion seconded by David Higbee and passed unanimously by roll call vote.

 

 

Executive Session – none

 

Other – The Council members that attended the National League of Conference said that it was a good conference. 

 

Corey Peterson said that Leadership Kansas would be coming to Lindsborg on Thursday, November 19, 2015.

 

 

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Rick Martin and passed.  Meeting adjourned at 6:54 p.m.
