2016 BUDGET HEARING

Hearing Minutes

6:00 p.m.

 

Members Present – Rick Martin, Becky Anderson, Emile Gallant, Betty Nelson, Kelley Menke, David Higbee, Blaine Heble, Corey Peterson & Mayor Bill Taylor

Absent

Others Present – Greg DuMars, Jerry Lovett-Sperling, Larry Lindgren, Dan Carr

 

The 2016 Budget Hearing was called to order at 6:00 p.m.

 

Mayor Taylor opened the floor for public comment.  There was no comment from the public and Mayor Taylor declared the hearing closed at 6:03 p.m.

Meeting Minutes

 

 

Members Present – Rick Martin, Becky Anderson, Emile Gallant, Betty Nelson, Kelley Menke, Corey Peterson, David Higbee, Blaine Heble & Mayor Bill Taylor

Absent

Others Present – Greg DuMars, Jerry Lovett-Sperling, Tim Berggren, Holly Lofton, Larry Lindgren, Dan Carr, Kate Elliott, Gary Shogren, Chris Matthews, Bill Gusenius & Amy Habiger

 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. 

 

Public Input – none

 

Amendments to the Agenda – none

 

Mayor’s Report – Mayor Taylor reminded council members of the upcoming LKM Conference and to notify the City Clerk of their intentions to attend.  He congratulated the Car Show Committee for another successful event, Holly Lofton and Greg DuMars on their recent honors on behalf of the City.

 

Consent Agenda – Rick Martin moved to approve the consent agenda that includes the minutes of the July 20, 2015 regular council meeting, Purchase Order Ordinance 4933 and Payroll Ordinances 4932 and the appointment of Ann Parr to the CVB Advisory Board.  Motion seconded by David Higbee and passed unanimously by roll call vote.  After a question concerning the appointment of the EMS Director, Emile Gallant moved to approve the appointment of Christopher Matthews as the EMS Director.  Motion seconded by Betty Nelson and passed.

Old Business – None

 

New Business - 2016 CITY OF LINDSBORG BUDGET - Betty Nelson moved to adopt the 2016 Budget as presented.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

ORDINANCE 4930 – UNIFORM PUBLIC OFFENSE CODE (UPOC) – Rick Martin moved to adopt Ordinance 4930.  Motion seconded by Emile Gallant and passed unanimously by roll call vote.

 

ORDINANCE 4931 – STANDARD TRAFFIC ORDINANCE (STO) – Emile Gallant moved to adopt Ordinance 4931.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

DOWNTOWN INFRASTRUCTURE PROJECT – AS-NEEDED INSPECTION SERVICES – Nine days of additional inspection occurred due to State’s delay regarding the light foundations.  KDOT has already approved the nine additional days of inspection for $13,397.27. Betty Nelson moved to approve to approve the nine additional inspection days for the downtown infrastructure project and paying the State of Kansas $2,679.45 as the City of Lindsborg’s 20% match.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

RESOLUTION 04-15 – RURAL HOUSING INCENTIVE DISTRICT - In addressing the strategic goal of providing additional housing, staff has been negotiating with two developers interested in building new homes in the City. We anticipate the need to create a Rural Housing Incentive District (RHID) to fund infrastructure costs. Prior to establishing an RHID, the City should establish a policy for handling housing incentives so that the process is uniform for all developers. This policy, if adopted by resolution, may be forwarded to the Department of Commerce, along with the RHID application, in order to assure approval from the Secretary. A draft resolution was submitted for initial review and discussion by Council. A final draft of the resolution will be on the agenda for August 17, 2015.

 

 

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Corey Peterson and passed.  Meeting adjourned at 7:08 p.m.
