LINDSBORG CITY COUNCIL

March 2, 2015 – 6:30 p.m.

Meeting Minutes

 

 

Members Present – Rick Martin, David Higbee, Becky Anderson, Kelley Menke, Corey Peterson, Emile Gallant, Blaine Heble, Betty Nelson & Mayor Bill Taylor

Absent  

Others Present – Greg DuMars, Jerry Lovett-Sperling, Tim Dunn, Tim Berggren, Holly Lofton, Bill Gusenius, Larry Lindgren, Dan Carr, Kate Elliott, Gary Shogren, Chris Lindholm, Kris Erickson, Galen Bunning, Darrin Dohrman

 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Kris Erickson, Bethany Home Administrator 

 

Public Input – Galen Bunning, of Bethany College, thanked Mayor Taylor, Council members and Greg DuMars for their participation at the recent partner discussion held at the Sundstrom

Nels Peterson asked council to reconsider their previous action and allow him to live in his home in Riverside Mobile Home Park.

 

 

Amendments to the Agenda – Resolution 02-15 is removed from the agenda as it requested action on a Senate bill that has already passed to the House.

 

 

Minutes David Higbee moved to approve the minutes of the February 2, 2015 regular council meeting.  Motion seconded by Emile Gallant and passed.

 

Mayor’s Report – Mayor Taylor also thanked council for participation in the combined boards meeting and the follow-up meeting on housing. 

Mayor Taylor submitted Sheri Barron for appointment to the EMS service.  Betty Nelson moved to approve the appointment.  Motion seconded by Rick Martin and passed.

 

March Meetings – There is an error on the meeting for March.  Committee meetings are the 24th and 26th.

 

 

Planning & Zoning – no action required

 

 

Administration & Finance – JO SUNDSTROM ASSISTANT MANAGER – Becky Anderson moved to approve the job description for the assistant manager position for the conference center.  Motion seconded by David Higbee and passed.

 

 

DOWNTOWN SOUND SYSTEM PROPOSALS – It was the consensus of council to move forward with the plan from Hopp Sound but not to engage a contract at this time.

 

WAGE & SALARY STUDY – Becky Anderson moved to approve $9,000 for Labor Management Advisory Group to complete a wage & Salary study.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

BETHANY HOME LAND PURCHASE OPTION – Becky Anderson moved to approve the terms of the option on the five year contract with Bethany Home to purchase 31.413 acres of land from the City of Lindsborg.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

PORTABLE BAR QUOTES – Betty Nelson moved to approve the purchase of 2 portable bars for the JOS/CC from Food Service Warehouse in the amount of $4,564.00.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

 

Utilities – WASTEWATER TREATMENT PLANT COMPUTER – David Higbee moved to approve the purchase of a replacement for the Wastewater Plant SCADA computer from CDW-G at a cost of $989.25.  Motion seconded by Becky Anderson and passed unanimously by roll call vote.

 

WASTEWATER TREATMENT PLANT GAS TESTER – David Higbee moved to approve the purchase of the Industrial Scientific gas monitor from Airgas of Salina at a cost of $1,210.00.  Motion seconded by Becky Anderson and passed unanimously by roll call vote. 

 

GENERATION & POWER SUPPLY STUDY – David Higbee moved to approve Phase One of the Generation & Power Supply Study to be conducted by Sawvel in the amount of $26,500.00.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

 

Streets & Parks – GOLF COURSE WIND DAMAGE REPAIR PROPOSALS – Rick Martin moved to approve $4,575.00 for Alan Weis Construction to repair wind damage to the cart house, pump house & storage building at the golf course.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

CITY PARKING LOT PROPOSALS – Rick Martin moved to approve the bid from Coy Construction to pave the city parking lots behind City Hall and south of the USD 400 administration building at a cost or $88,262.00.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

  

Public Safety – THERMAL IMAGING CAMERA – Betty Nelson moved to approve the purchase of a thermal imaging camera from Weis Fire in the amount of $9,400.00.  Motion seconded by Kelley Menke and passed unanimously by roll call vote.

 

 

Purchase Order – Betty Nelson moved to approve payment of Purchase Order Ordinance 4910.  Motion seconded by Kelley Menke and passed unanimously by roll call vote.

 

 

Payroll – Betty Nelson moved to approve payment of Payroll Ordinances 4908 & 4909.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Rick Martin and passed.  Meeting adjourned at 8:00 p.m.
