LINDSBORG CITY COUNCIL

October 7, 2013 – 6:30 p.m.

Minutes

 

 

Members Present –Betty Nelson, W. R. Chestnut, David Higbee, Becky Anderson, Rick Martin, Emile Gallant, Russ Hefner, Kelley Menke & Bill Taylor

Absent

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. Invocation was given by Pastor Ethan Feistner of the Salemsborg Lutheran Church.

                                    

Public Input – None

 

Amendments to Agenda – Add to Streets & Parks a letter of support for the Meadowlark Trail grant application.

 

Minutes – Rick Martin moved to approve the minutes of the September 3, 2013 regular council meeting.  Motion seconded by David Higbee and passed.

 

Mayor’s Report – Mayor Taylor commented on another successful Hyllningsfest.  He thanked the committee, the volunteers and all of the city employees and staff for the extra work involved.  He also thanked our King & Queen, Marv and Liz Johnson.  

 

October Meetings – Those attending the League Conference will discuss travel arrangements after the meeting.

 

Planning & Zoning – ORDINANCE 4829 – REZONE 130 N. SECOND TO R-3 – Betty Nelson           moved to adopt Ordinance 4829.  Motion seconded by W. R. Chestnut and passed by roll call vote WITH Becky Anderson abstaining and all others voting yes.

 

ORDINANCE 4830 – REZONE VACANT LOT IN 300 BLOCK OF N ROOSEVELT – Russ Hefner moved to adopt Ordinance 4830.  Motion seconded by W. R. Chestnut and passed unanimously by roll call vote.

 

BOARD OF ZONING APPEALS – The Board of Zoning Appeals recently approved a variance that has caused some concern for the administration.  After explanation by the City Administrator and discussion by the council, Rick Martin moved to direct the city administrator and mayor to meet with the Board for reconsideration of the request.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

Administration & Finance – “OUR FOUNDERS IN ARCHITECTURAL HEAVEN” PAINTING – Becky Anderson moved to approve displaying the painting by Eldon Swenson on the south exterior wall of City Hall.  Motion seconded by Rick Martin and passed.

 

Utilities – WHOLESALE WATER RATE – RURAL WATER DISTRICT #6 – David Higbee moved to increase the rate for water purchased by the rural water district to $1.10 per 1000 gallons. Motion seconded by Russ Hefner and passed.

 

RAW WATER RATE – BETHANY COLLEGE – David Higbee moved to approve the rate for raw water purchased by Bethany College to $1.10 per 1,000 gallons. Motion seconded by Russ Hefner and passed.

 

MASWU AGREEMENT ADDENDUM – David Higbee moved to approve the addendum for the provision of single-stream curbside recycling services and the associated fees.  (MASWU will invoice the City $3.75 per polycart and the City will retain $1.00 for the provision of local composting and recycling sites.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

Streets & Parks – ORDINANCE 4828 – 300 S PINE STREET VACATION – Rick Martin moved to adopt Ordinance 4828 which vacates a portion of the 300 block of S. Pine Street.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

RESIGNATION – Rick Martin moved to accept the resignation of Andrew Tabor, Recreation Director.  Motion seconded by Betty Nelson and passed.

 

MEADOWLARK TRAIL LETTER OF SUPPORT – Rick Martin moved to have Mayor Taylor send a letter of support for the Meadowlark Trail grant application.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

Public Safety – EMS BUILDING DESIGN – Betty Nelson noted that this item is being sent back to committee for further study.  No action taken.

 

ORDINANCE 4832 – EMS RATES – Betty Nelson moved to approve the increase in EMS rates as recommended with the exception of the standby fee.  Motion seconded by Emile Gallant                     and passed unanimously by roll call vote.

 

CONCEALED CARRY – This item is going back to committee for further discussion.  No action taken.

 

Purchase Order – ORDINANCE 4833 – Betty Nelson moved to approve payment of Purchase Order Ordinance 4833 withholding $250 from the payment to George Lay signs.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

Payroll – ORDINANCES 4827 & 4831 – Rick Martin moved to approve payment of Payroll Ordinances 4827 & 4831.  Motion seconded by W. R. Chestnut and passed unanimously by roll call vote.

 

Other – David Higbee expressed thanks to Holly Lofton and the staff of the CVB and the SCC; as their efforts are paying real dividends.

 

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Rick Martin              and passed.  Meeting adjourned at 7:27 p.m.
