The meeting was called to order by outgoing Mayor Judy Neuschafer, at 6:30 p.m. and the Pledge of Allegiance was said. Invocation was given by Pastor Darrel Cooper.
Judy Neuschafer thanked the citizens of Lindsborg for allowing her to serve the past 6 years as Mayor of Lindsborg.
Swearing in Ceremony – Bill Taylor took the Oath of Office as Mayor of Lindsborg. Kelley Menke and Emile Gallant took the Oath of Office as Council Members of Lindsborg.

Amendments to the Agenda – None
Minutes – Rick Martin moved to approve the minutes of the April 1, 2013 regular meeting and the April 15, 2013 special meeting. Motion seconded by Betty Nelson and passed.
Mayor’s Report – Mayor Taylor thanked the citizens of Lindsborg for the opportunity to serve as Mayor and expressed thanks to Judy Neuschafer, Ken Branch and Brad Howe for their years of service to the community.

Betty Nelson moved to approve the appointments as presented. Motion seconded by W. R. Chestnut and passed.
CERTIFICATES OF APPRECIATION – Mayor Taylor presented Judy Neuschafer and Ken Branch with certificates of appreciation for their years of service as Mayor and Council Member respectively.
COUNCIL PRESIDENT - Betty Nelson moved to nominate Rick Martin as Council President. Motion seconded by David Higbee. Betty Nelson then moved to close the nomination and cast a unanimous vote in favor of Rick Martin. Motion seconded by David Higbee and passed.
MAY MEETINGS – The Governing Body Institute is being held in Topeka on May 10 & 11. The annual Solid Waste Utility meeting is scheduled for the 21st at 6:30 p.m. and if any are interested in attending, contact city hall prior to May 16. It was decided that the CIP meeting will be the 16th at 5:30 p.m. in council chambers.
TRAVEL AND TROUISM PROCLAMATION – Holly Lofton, CVB Director, read the proclamation for Travel & Tourism week. Corey Peterson gave evidence of the importance of tourism by displaying one of the guest signing boards from the Hemslojd.
Planning & Zoning – no report
Administration & Finance – SUNDSTROM FURNITURE, FIXTURES & EQUIPMENT – Becky Anderson moved to approve $10,870.00 to purchase kitchen and banquet hall furnishings for the Sundstrom Conference Center. Motion second by Rick Martin and passed unanimously by roll call vote.
EXECUTIVE SESSION – David Higbee moved to enter an executive session with the city administrator and city attorney to discuss attorney/client privilege for 10 minutes. Motion
seconded by Rick Martin and passed. Session began at 6:55 p.m. and returned at 7:05 p.m.
ECONOMIC DEVELOPMENT INCENTIVES – IRB’S – It is the consensus of council for the City Administrator to use this for preliminary discussion with possible developers but that needs further study. There will be a study session on Monday, May 13th at 6:30
Utilities – No items
Streets & Parks – BLEACHER PLANK REPLACEMENT – Rick Martin moved to approve the purchase of aluminum bleacher planking for one of the large bleachers in the amount of $3,529.86. Motion seconded by David Higbee and passed unanimously by roll call vote.
Public Safety – ORDINANCE 4804 – BANNING “FLYING LANTERNS” – The City Administrator informed council that this item will go back to committee for additional information.
Purchase Order - Russ Hefner moved to approve payment of Purchase Order 4809. Motion seconded by Rick Martin and passed unanimously by roll call vote.
Payroll – Betty Nelson moved to approve payment of Payroll Ordinances 4805, 4806 & 4807. Motion seconded by Russ Hefner and passed unanimously by roll call vote.
Adjournment – Rick Martin moved to adjourn the meeting. Motion seconded by W. R. Chestnut and passed. Meeting adjourned at 7:28 p.m.
