LINDSBORG CITY COUNCIL

January 7, 2013 – 6:30 p.m.

Minutes


Members Present – Becky Anderson, W.R. Chestnut, Russ Hefner, David Higbee, Betty Nelson, Rick Martin, Ken Branch, Brad Howe & Judy Neuschafer

Absent - None

Others – Greg DuMars, Jerry Lovett-Sperling, Tim Dunn, Tim Berggren, Holly Lofton, Andrew Tabor, Larry Lindgren, Bill Gusenius, Dan Carr, Bill Taylor, Kent Ebling, Bob Buschbom, Larry VanDerWege & Josh Nelson

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Pastor Bob Buschbom                                .


Public Input – Larry VanDerWege thanked council for the continued partnership and cooperation between the Lindsborg Hospital and the City.  He formally requested that the city approve the funding for the bond payment for the purchase of the hospital building.


Amendments to the Agenda – None


Minutes - Becky Anderson moved to approve the minutes of the December 3, 2012 regular council meeting and the December 27, 2012 special council meeting.  Motion seconded by Rick Martin and passed.


Mayor’s Report – Mayor Neuschafer noted the re-opening of the Swedish Crown Restaurant.  She requested council approval of the appointment of Chris Matthews (currently serving as a volunteer firefighter) to EMS.  Betty Nelson moved to approve the appointment.  Motion seconded by Russ Hefner and passed.

January meetings – the 15th is KMU Day in Topeka and the Community Partner Forum is January 24th at 5:30 p.m.


Planning & Zoning – No action required.


Administration & Finance – LINDSBORG COMMUNITY HOSPITAL REQUEST – Becky Anderson moved to approve the use of $60,000.00 in sales tax dollars to service the 2013 payment on the debt of the hospital purchase bond.  Motion seconded by Rick Martin and passed by roll call vote with Betty Nelson abstaining.


LEGISLATIVE PRIORITIES – Becky Anderson moved to approve the 2013 Legislative Priorities list.  Motion seconded by Betty Nelson and passed.


Utilities – TREE TRIMMING QUOTES – Brad Howe moved to approve $6,000.00 to Weis Tree Trimming for the annual tree trimming contract for Zone Three.  Motion seconded by Rick Martin      and passed unanimously by roll call vote.


ORDINANCE 4788 – NET METERING ORDINANCE – David Higbee moved to adopt Ordinance 4788.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

Streets & Parks – HIGHWAY K-4 KLINK DESIGN AGREEMENT – Betty Nelson moved to approve the contract with Wilson & Company for $27,000.00.  Motion seconded by Russ Hefner               and passed unanimously by roll call vote.

TRUCK CAB PURCHASE – Betty Nelson moved to approve the purchase of a 1990 International Cab from Wilhite Truck Sales in the amount of $1,250.00.  Motion seconded by Rick Martin and passed unanimously by roll call vote.


DOWNTOWN LIGHTING REQUEST – Betty Nelson moved to approve the request of the Ad Hoc Business Roundtable to extend the time of the holiday lights downtown until daylight savings time changes.  Motion seconded by Rick Martin and passed.


Public Safety – FIRE DEPARTMENT PERSONAL PROTECTIVE EQUIPMENT – Rick Martin moved to approve $10,556.00 plus shipping to purchase seven sets of protective equipment from MESFIRE.  Motion seconded by Brad Howe and passed unanimously by roll call vote.


Purchase Order – Russ Hefner moved to approve payment of Purchase Order Ordinance 4789.  Motion seconded by David Higbee and passed unanimously by roll call vote.


Payroll – Brad Howe moved to approve payment of Payroll Ordinance 4787.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Brad Howe               and passed.  Meeting adjourned at 7:01 p.m.
