LINDSBORG CITY COUNCIL

September 4, 2012 – Minutes


Members Present – Becky Anderson, Brad Howe, David Higbee, Russ Hefner, Betty Nelson, Ken Branch & Judy Neuschafer

Absent – Rick Martin & W.R. Chestnut

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Pastor Bill Buschbom from the Bethany Home.


Public Input – None


Amendments to the Agenda – None


Minutes – Russ Hefner moved to approve the minutes of the August 13, 2012 regular council meeting.  Motion seconded by David Higbee and passed.

Mayor’s Report – Mayor Neuschafer introduced Andrew Tabor as the new Recreation Director and Holly Lofton as the new CVB Director.  She noted that there will be a reception for the outgoing CVB director at Small World Gallery on September 7th from 5 – 6:30 p.m.  She offered thanks to the Streets Department for their efforts on filling the potholes around town.  She also asked for community cooperation with watching the speed zones especially for the students returning to school.

September meetings – reminder of the League of Kansas Municipalities conference on October 6 – 8 in Topeka, KS.

Planning & Zoning – no report

Administration & Finance – TALLGRASS FILM FESTIVAL SPONSORSHIP – Becky Anderson moved to approve $1,250.00 to co-sponsor the Tallgrass Film Festival with the Lindsborg Arts Council.  Motion seconded by Ken Branch and passed unanimously by roll call vote.

MICROFILM RECORD PROPOSAL – Betty Nelson moved to approve $540.00 for Kansas Correctional Industries to microfilm the old minute books from 1879 – 1972.  Motion seconded by David Higbee and passed unanimously by roll call vote.

ORDINANCE 4770 – WARD REDISTRICTING – David Higbee moved to adopt Ordinance 4770 which changes the voting ward boundaries to reflect a more even distribution of residents in each ward.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.  The effective date for this ordinance will be November 12, 2012.

2012 AUDIT PROPOSAL – Becky Anderson moved to approve the proposal from David O’Dell, CPA, in the amount of $17,900.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

LEAGUE OF KANSAS MUNICIPALITIES VOTING DELEGATES – Becky Anderson moved to designate Judy Neuschafer and Rick Martin as voting delegates and David Higbee and Jerry Lovett Sperling as alternate voting delegates to the League of Kansas Municipalities conference.  Motion seconded by Russ Hefner and passed.

SESQUICENTENNIAL COMMITTEE CO-CHAIRS – Please use this as a reminder to submit names to Mayor Neuschafer for possible co-chairs for the celebration in 2019.

Utilities – No items, but Brad Howe shared information on the Wiener Dog Race on September 16th.

Streets & Parks – No items

Public Safety – FIRE LOCKER ESTIMATE – Betty Nelson moved to approve $1,625.00 for Dauer Welding to build two 3-locker sets to accommodate the gear for incoming firefighters.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

PEEPING TOM ORDINANCE – There was a motion and a second to approve this ordinance.  Chief Berggren then stated that he would ask that council table the ordinance and return it to committee to allow further study.  The motion and second were withdrawn.

Purchase Order – ORDINANCE 4771 – Betty Nelson moved to approve payment of Purchase Order Ordinance 4771.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

Payroll – ORDINANCE 4769 – Russ Hefner moved to approve payment of Payroll Ordinance 4769.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

Other – Thanks to Carla Wilson for her work with the continued growth of the CVB.

Adjournment - Betty Nelson moved to adjourn the meeting.  Motion seconded by Brad Howe             and passed.  Meeting adjourned at 7:12 p.m.                       .
