Minutes - June 4, 2012

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. Invocation was given by Pastor Gary Martin.
Public Input - Corey Peterson, representing the Midsummers committee requested that council allow free admission to the swimming pool on Saturday, June 16 from 4 - 6 p.m. Mayor Neuschafer stated that it would be added to the Streets and Parks section of the agenda.
Amendments to the Agenda - A check regarding the Playground Improvement Fund will be added to the Streets & Parks section of the agenda.
Minutes - Russ Hefner moved to approve the minutes of the May 7, 2012 regular council meeting and the May 30, 2012 special meeting. Motion seconded by Betty Nelson and passed.
Mayor's Report - Mayor Neuschafer stated that she attended All Schools Day in McPherson then attend the Mayor's Conference in Wichita. She will be going on the Swedish Dancer trip to Sweden this year.
It was moved by Betty Nelson, seconded by Russ Hefner and approved for the appointment of Morene Fisher to the CVB Advisory Board.
Lindsborg will be hosting a Municipal Leadership Academy on June 9 from 10:00 a.m. - 2:00 p.m. at City Hall.

A public meeting for the Chamber of Commerce to present/discuss data concerning the creation of a downtown historic district on Thursday, June 14 at 7:00 p.m. in the City Hall Council Chamber.
Planning & Zoning - 2012 COMPREHENSIVE PLAN UPDATE - Betty Nelson moved to approve the update as presented. Motion seconded by Rick Martin and passed.
ORDINANCE 4752 - Rezone 125 N. 2nd - Betty Nelson moved to adopt Ordinance 4752. Motion seconded by Brad Howe and passed unanimously by roll call vote.
Administration & Finance - VISITORS GUIDE REPRINT - Becky Anderson moved to approve $2,557.00 for Mennonite Press to reprint the guide. Motion seconded by Russ Hefner and passed unanimously by roll call vote.
BUILDING PERMIT MOVING POLICY - Becky Anderson moved to adopt the policy regarding moving buildings. Motion seconded by W. R. Chestnut and passed.
COUNCIL COFFEE - Becky Anderson moved to hold the Council Coffees on the last Thursday of each month where the agenda for the upcoming council could be available. Motion seconded by Rick Martin and passed.
BETHANY HOME MASTER PLAN DISCUSSION - Greg DuMars and Gary Shogren presented the preliminary idea for the expansion and development of the property owned by Bethany Home.There was a general consensus of the council to move forward with the terms as provided.
"REDISCOVERING AMERICA'S HEARTLAND" TELEVISION SEGMENT - Staff recommends that this not be taken up at this time.

Streets & Parks - GOLF CAR LEASE - Betty Nelson moved to approve $7,032.24 to Kansas Golf & Turf for the annual leasing of 10 golf cars. Motion seconded by Rick Martin and passed unanimously by roll call vote.
CUT OFF SAW - Betty Nelson moved to approve $1,574.99 to purchase a Stihl 14" cut-off saw and auxiliary cart from Mid Kansas Outdoor Power to be used by the street department. Motion seconded by Rick Martin and passed unanimously by roll call vote.
RECREATION - After a lengthy discussion of the issues regarding the need for direction with the recreation programs it was determined that the Personnel Policy Committee will meet to discuss criteria for getting support mechanisms in place while staff will work on the financial portion.
MIDSUMMERS REQUEST - Betty Nelson moved to approve free or discounted admission to the swimming pool from 4 - 6 p.m. on Saturday, June 16th. Motion seconded by Russ Hefner. After discussion, Betty Nelson moved to amend her motion to state that admission would be free rather than discounted. Motion seconded by Russ Hefner and passed. Original motion also passed.
PLAYGROUND CHECK - The city received a check from the Playground Improvement Fund of the Smoky Valley Community Foundation in the amount of $381.00. After discussion by the council, Betty Nelson moved to reinvest the money back to the Playground Improvement Fund of the Smoky Valley Community Foundation. Motion seconded by Brad Howe and passed.
Public Safety - ORDINANCE 4753 - Rick Martin moved to adopt Ordinance 4753 which established the EMS fees for Advance Life Support calls. Motion seconded by Betty Nelson and passed.The Public Safety Department was commended for swift resolution of the downtown vandalism case.

Purchase Order - ORDINANCE 4755 - Russ Hefner moved to approve payment of Purchase Order Ordinance 4755. Motion seconded by Ken Branch and passed unanimously by roll call vote.
Payroll - ORDINANCES 4751 & 4754 - Betty Nelson moved to approve payment of Payroll Ordinances 4751 & 4754. Motion seconded by Russ Hefner and passed with 6 yes votes and Rick Martin abstained.
Other - For benefit of viewing audience, the Public Works Director was asked to give a brief update of the power outage that occurred Monday morning. He stated that we lost the feed from Westar just north of McPherson. He indicated that the repair to the line would likely be done on Wednesday.
Adjournment - W. R. Chestnut moved to adjourn the meeting. Motion seconded by Rick Martin and passed. Meeting adjourned at 8:11 p.m.
