The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. Invocation was given by Pastor Loren Mai .
Public Input - Chief Berggren reported that the flags were flown at half staff last week in honor of those police officers who have been killed in the line of duty.
Rolland Christenson presented Mayor Neuschafer and the City the certificate and flag designating Lindsborg as Tree City USA for the 27th year.
Amendments to the Agenda - None
Minutes - Becky Anderson moved to approve the minutes of the April 2, 2012 regular meeting. Motion seconded by David Higbee and passed.
Mayor's Report - Mayor Neuschafer announced Council Member Committee assignments as follows: Administration & Finance - Becky Anderson, Chair; Russ Hefner, David Higbee & Brad Howe. Utilities - Brad Howe, Chair; Becky Anderson, Russ Hefner & David Higbee. Streets & Parks - Betty Nelson, Chair; Ken Branch, W. R. Chestnut & Rick Martin. Public Safety - Rick Martin, Chair; Ken Branch, W. R. Chestnut & Betty Nelson. Personnel Policy - Betty Nelson, Chair; Becky Anderson, Brad Howe & Rick Martin. Betty Nelson was nominated and approved as Council President.

Betty Nelson moved to approve the appointments to citizen committees. Motion seconded by Becky Anderson and passed.

Betty Nelson moved to approve the appointments as presented. Motion seconded by W. R. Chestnut and passed.
Dates to remember: May 15th is the McPherson Area Solid Waste Utility Annual meeting and May 17th is the Council Coffee.
Also, Mayor Neuschafer will be attending the All Schools Parade on Friday and will be traveling with the Swedish Dancers on their trip to Sweden this summer.

Administration & Finance - COMPUTER NETWORK UPGRADE - David Higbee moved to approve $26,169.51 to purchase hardware and software to upgrade the city computer system broken down as $19,029.51 to CDW-G, $5,365.00 to Amazon & $1,775.00 to Hybrid Solution Backup. Motion seconded by Betty Nelson and passed unanimously by roll call vote.
Utilities - ORDINANCE 4749 - REFUSE CART FEE - Betty Nelson moved to adopt Ordinance 4749 which amends the fee schedule to reflect an increase in multiple refuse cart fees. Motion seconded by Ken Branch and passed unanimously by roll call vote.
WATER TOWER REPAIRS - Betty Nelson moved to approve $4,934.00 for Cunningham Sandblasting & Painting Company to repair the in-town water tower. Motion seconded by Ken Branch and passed unanimously by roll call vote.
Streets & Parks - RIVERSIDE PARK RESTROOMS - Becky Anderson moved to approve $116,435.00 for a pre cast concrete restroom structure. Motion seconded by David Higbee and passed unanimously by roll call vote.
KDOT KLINK AGREEMENT - Becky Anderson moved to approve the KDOT KLINK grant agreement for resurfacing McPherson Street from Cole Street to Main Street. Motion seconded by David Higbee and passed.
Public Safety - NOAA WEATHER ALERT RADIOS - W. R. Chestnut moved to approve up to $9,000.00 for the purchase of NOAA Weather Alert Radios. Motion seconded by Becky Anderson and passed unanimously by roll call vote.
Purchase Order - Betty Nelson moved to approve payment of Purchase order Ordinance 4750. Motion seconded by Becky Anderson and passed unanimously by roll call vote.
Payroll - Betty Nelson moved to approve payment of Payroll Ordinances 4746, 4747 & 4748. Motion seconded by Becky Anderson and passed unanimously by roll call vote.
