The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. The invocation was given by Pastor Darrell Cooper.
Public Input - None
Amendments to the Agenda - Betty Nelson moved to add item 'City Employee Holiday Gift' to Administration & Finance. Motion seconded by Russ Hefner and passed.
Minutes - Russ Hefner moved to approve the minutes of the October 3, 2011 regular council meeting. Motion seconded by David Higbee and passed.
Mayor's Report - Mayor Neuschafer thanked city employees for their work and extra efforts with the Svensk Hyllningsfest. She also thanked the festival committee for another successful Hyllningsfest. She reported that the Swedish Ambassador, his wife and the Mayor of Munkfors were quite pleased with the events they were able to attend. She also spoke of the group that attended the League of Kansas Municipalities conference in Wichita where Jerry Lovett-Sperling received the Mildred Vance City Clerk/Municipal Finance Officer of the Year award.
The November meetings were reviewed with special note of the council committee meetings being one week earlier this month because of the Thanksgiving holiday. Betty Nelson also requested the Personnel Policy Committee to meet on November 30, 2011 at 7:00 a.m. for the city administrator performance evaluation.
Planning & Zoning - No report.
Administration & Finance - NEIGHBORHOOD REVITALIZATION 2012 - 2014 - Betty Nelson moved for staff to proceed with the revitalization plan by working on the agreements with the county and school district. Motion seconded by and passed.

EXECUTIVE SESSION - REAL ESTATE PURCHASE - Rick Martin moved to enter into executive session for 10 minutes to discuss a real estate purchase and include the city administrator and city attorney. Motion seconded by Russ Hefner and passed Executive session began at 6:44 and ended at 6:54. No action taken.
CITY EMPLOYEE CHRISTMAS GIFT - Betty Nelson moved to give each regular city employee $100 for Christmas. Motion seconded by Rick Martin and passed unanimously by roll call vote.
Utilities - no items
Streets & Parks - SIDEWALK WAIVER REQUEST - Becky Anderson moved to grant the request for 425 W. State. Motion seconded by Rick Martin. Motion passed with one no vote and all others voting yes.
Public Safety - FIRE HOSE - Rick Martin moved to approve to approve $1,425 to Weis Fire Equipment for five (5) sets each of 1 ¾ and 2 ½ inch hose. Motion seconded by Becky Anderson and passed unanimously by roll call vote.
CAMERA SURVEILLANCE EQUIPMENT - Rick Martin moved to approve $1,891.25 to Super Circuits for a motion activated covert security camera and remote digital watch box system. Motion seconded by Betty Nelson and passed unanimously by roll call vote.
Purchase Order - Betty Nelson moved to approve payment of Purchase order Ordinance 4725. Motion seconded by Russ Hefner and passed unanimously by roll call vote.
Payroll Ordinance - Russ Hefner moved to approve payment of Payroll Ordinances 4722, 4723 & 4724. Motion seconded by Rick Martin and passed unanimously by roll call vote.
Other - Mayor Neuschafer noted the members of the Leadership class from Bethany College in attendance.
Adjournment - Rick Martin moved to adjourn the meeting. Motion seconded by Brad Howe and passed. Meeting adjourned at 7:13 p.m.
