LINDSBORG CITY COUNCIL

Sept. 6, 2011 - 6:30 p.m.

Minutes

 

Members Present - Ken Branch, Betty Nelson, Russ Hefner, W. R. Chestnut, David Higbee, Becky Anderson, Brad Howe & Judy Neuschafer

Absent - Rick Martin

Others - Greg DuMars, Jerry Lovett-Sperling, Gary Shogren, Larry Lindgren, Tim Dunn, Tim Berggren, Carla Wilson, Bill Gusenius, Dan Carr, Susan Achenbach, Sue Schlagel & Pastor Jim Harrison

 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  The invocation was given by Pastor Harrison.

 

 

Public Input - None

 

 

Minutes - Brad Howe moved to approve the minutes of the August 8, 2011 regular council meeting as corrected.  Motion seconded by W. R. Chestnut and passed.

 

 

Mayor's Report - Mayor Neuschafer drew attention to the situation at the recycling center with people leaving all kinds of trash at the facility. It was suggested that staff launch an educational campaign. She also made note of the upcoming 'Battle of the Buses' fundraiser sponsored by the hospital and clinic for breast cancer awareness. There were no appointments or additions to the meeting calendar.

 

 

Planning & Zoning - no report

 

 

Administration & Finance - OFFICIAL DESIGNATED DEPOSITORIES - Betty Nelson moved to approve Peoples Bank and Trust, Farmers State Bank, Bank of America, Bank of Tescott and Kansas Municipal Investment Pool as the official depositories for the City of Lindsborg.  Motion seconded by Russ Hefner and passed.

 

OFFICIAL DESIGNATED NEWSPAPER - Betty Nelson moved to approve the Lindsborg News Record as the official city newspaper for the purpose of legal publications.  Motion seconded by Brad Howe and passed.

RESOLUTION 06-11 - TRANSIENT GUEST TAX - Betty Nelson moved to adopt Resolution 06-11 which enacts the increase in transient guest tax to 6%.  Motion seconded by Russ Hefner and passed with council members Branch, Nelson, Hefner, Higbee and Howe voting yes, council member Chestnut voting no and council member Anderson abstained.

 

LINDSBORG VISITORS GUIDE - Betty Nelson moved to approve $3,152.08 for Mennonite Press, Inc. to print the Visitors Guide.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

WDM PROPOSAL - SUNDSTROM BUILDING - Betty Nelson moved to approve $195,000.00 for WDM Architects to complete the biddable construction documents for the Sundstrom Building.  Motion seconded by David Higbee and passed by roll call vote with council member Heffner voting no and all others voting yes.

 

RESOLUTION 07-11 - MOMENT OF REMEMBERANCE OF THE 10TH ANNIVERSARY OF September 11, 2001 - Betty Nelson moved to adopt Resolution 07-11.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

 

Utilities - SUNFLOWER MEADOWS - SEWER ENGINEERING - Betty Nelson moved to approve $3,750 to Wilson & Company for the Sunflower Meadows infrastructure evaluation.  Motion seconded by Brad Howe and passed by roll call vote with council member Branch voting no and all others voting yes.

 

ELECTRIC UTILITY TRUCK BIDS - Betty Nelson moved to approve the bids from Midway Motors of $20,362 and Midwest Truck Equipment of $11,123 for a total of $31,485 to replace of Electric Department Utility Truck.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

SHUT-OFF NOTICES - Betty Nelson moved to transition from the pink ticket utility shut-off reminders to the city connect notification system.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

 

Streets & Parks - STREETS UTILITY TRUCK BIDS - Becky Anderson moved to approve the bids from Midway Motors of $20,362 and Midwest Truck Equipment of $11,123 for a total of $31,485 for the replacement of the Streets utility truck.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

Public Safety - No items

 

 

Purchase Order - Russ Hefner moved to approve the payment of Purchase Order Ordinance 4717.  Motion seconded by Ken Branch and passed unanimously by roll call vote.

 

 

Payroll - Betty Nelson moved to approve payment of Payroll Ordinances 4715 & 4716.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

Other - David Higbee asked about the slough clean up and was advised that the city does not do work on private property, but does clean out under the streets.

 

Russ Hefner wished God speed to Rick Martin as he recovers from eye surgery.

 

 

Adjournment - David Higbee moved to adjourn the meeting.  Motion seconded by Brad Howe and passed.  Meeting adjourned at 7:55 p.m.
