August 8, 2011 - 2012 Budget Hearing

6:00 p.m.

 

Members Present - Ken Branch, Betty Nelson, Russ Hefner, W.R. Chestnut, David Higbee, Becky Anderson, Rick Martin, Brad Howe & Judy Neuschafer

Absent

Others - Greg DuMars, Jerry Lovett-Sperling, Bill Gusenius, Tim Berggren, Carla Wilson, Gary Shogren, Larry Lindgren, Dan Carr

 

Mayor Neuschafer declared the hearing open at 6:00 p.m.

 

Question about the future of the recreation programs with relation to passage of this budget; answer depends on how council wants to address the situation.

 

Question about whether this budget takes into account the strategic plan and the community survey; answer addresses item in the strategic plan that is not on the table at present, but otherwise yes.

 

There were no further comments and Mayor Neuschafer declared the public hearing closed at 6:07 p.m.

Members Present - Ken Branch, Betty Nelson, Russ Hefner, W.R. Chestnut, David Higbee, Becky Anderson, Rick Martin, Brad Howe & Judy Neuschafer

Absent - none

Others - Greg DuMars, Jerry Lovett-Sperling, Bill Gusenius, Tim Berggren, Carla Wilson, Gary Shogren, Larry Lindgren, Dan Carr, Martin Madden, David O'Dell, Pastor Loren Mai, Corey Peterson, Bunny Hultgren and Susan Achenbach

 

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  The invocation was given by Pastor Loren Mai.                    

 

Public Input - none

 

Amendments to the Agenda - A request for a hearing will be added to Administration & Finance.

 

 

 

City Council - August 8, 2011 - page 2

 

Minutes - Russ Hefner moved to approve the minutes of the July 5, 2011 regular meeting and the August 1, 2011 special meeting.  Motion seconded by David Higbee, with one correction to the July 5th minutes, and passed.

 

Mayor's Report - Mayor Neuschafer commented on: the recent rain, the car show with 100 cars, be mindful of school zones and traffic for "back to school", and the upcoming street dance on August 27th.  The September council meeting will be held on Tuesday, September 6th.  She also presented Corey Peterson for appointment to the CVB Advisory Board.  Motion for approval from Betty Nelson; seconded by Rick Martin and passed.

 

Planning & Zoning -

 

Administration & Finance - 2010 AUDIT - Brad Howe moved to approve the 2010 Audit for the city as prepared by David O'Dell.  Motion seconded by Betty Nelson and passed.

 

2012 BUDGET - Brad Howe moved to approve and adopt the 2012 Budget.  Motion seconded by Rick Martin with one typo correction and passed unanimously by roll call vote.

 

HEARING REQUEST - A request was submitted from Joe Hulse for a hearing on a code enforcement notice.  No action taken.

 

Utilities - DS&O RURAL ELECTRIC COOPERATIVE SETTLEMENT - Betty Nelson moved to approve payment of the settlement to DS&O in the amount of $23,306.46.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

Streets & Parks - MADDEN CLAIM - Becky Anderson moved to approve the sum of $1,490.00 for 3 years of maintenance and that this payment is considered payment if full with no option for further claim.  Motion seconded by David Higbee.  After much discussion, Betty Nelson called for the question which was seconded by Rick Martin and passed.  The vote on the motion passed with four "no" votes from Council Members Branch, Hefner, Chestnut and Anderson; four "yes" votes from Council Members Nelson, Higbee, Martin and Howe with Mayor Neuschafer breaking the tie by voting yes.

 

RECREATION PROGRAMMING - After discussion by the members, it was the general consensus that the city administrator should continue discussions with the McPherson Recreation Commission and the YMCA.

Public Safety - 2012 RURAL FIRE AGREEMENT - Rick Martin moved to approve the 2012 Rural Fire Agreement.  Motion seconded by David Higbee and passed.

 

ORDINANCE 4710 - STO - Rick Martin moved to adopt Ordinance 4710 - Standard Traffic Code.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

ORDINANCE 4711 - POC - Rick Martin moved to adopt Ordinance 4711 - Uniform Public Offense Code.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

Purchase Order - Betty Nelson moved to approve payment of Purchase Order Ordinance 4714.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

Payroll - Russ Hefner moved to approve payment of Payroll Ordinances 4712 & 4713.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

Other - Updates were given about the house moving along Lincoln Street, the LKM conference.

 

Adjournment - David Higbee moved to adjourn the meeting.  Motion seconded by Rick Martin and passed.  The meeting adjourned at 7:50 pm.
