The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. Invocation was given by Rev. Patrick Broz.
Public Input - Larry Van Der Wege made a brief statement regarding parking on W. Lincoln Street in front of the hospital/clinic. Mayor Neuschafer stated that the topic would go to November committee.
Amendments to the Agenda - None
Minutes - Russ Hefner moved to approve the minutes of the October 4, 2010 regular council meeting. Motion seconded by Lloyd Rohr and passed.
Mayor's Report - Mayor Neuschafer noted that members of council and staff attended the LKM Conference in Overland Park in early October. She also noted the upcoming holiday season.
Planning & Zoning - no report
Administration & Finance - SUNDSTROM ARCHITECTURAL SERVICES AGREEMENT - Brad Howe moved to approve $20,000.00 for the services of WDM Architects for the Sundstrom building. Motion seconded by Russ Hefner and passed unanimously by roll call vote.
REAL ESTATE DONATION - Ken Branch moved to accept the land donation from McPherson County. Motion seconded by Brad Howe and passed.
CVB BILLBOARD - Brad Howe moved to approve $2,500.00 to George Lay Signs, Inc for a billboard on I-70. Motion seconded by Rick Martin and passed unanimously by roll call vote.

Streets & Parks - RIVER BRIDGE CHRISTMAS LIGHTS - It was noted that Karmon Almquist has agreed to do the river bridge lights one more year with the help of the city to attach the higher lights. No action required.
Public Safety - ADA PARKING DOWNTOWN - David Higbee moved to add 3 additional ADA marking spots in the downtown area. Motion seconded by Becky Anderson. After discussion it was agreed that the motion be withdrawn and the item moved back to committee for further study.
Purchase Order - Russ Hefner moved to approve payment of Purchase Order Ordinance 4673. Motion seconded by Ken Branch and passed unanimously by roll call vote.
Payroll - Ken Branch moved to approve payment of Payroll Ordinances 4671 & 4672. Motion seconded by Lloyd Rohr and passed unanimously by roll call vote.
Other - It was noted that the Witches Wail and other Halloween activities were well attended.
Adjournment - Lloyd Rohr moved to adjourn. Motion seconded by David Higbee and passed. Meeting adjourned at 6:55 p.m. .
