LINDSBORG CITY COUNCIL

Minutes - May 3, 2010

6:30 p.m.

 

 

Members Present - Ken Branch, Betty Nelson, Russ Hefner, Lloyd Rohr, David Higbee, Becky Anderson, Rick Martin, Brad Howe & Judy Neuschafer

Absent - None

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Rev. Bill Buschbom.

 

Public Input - none

 

Amendments to the Agenda - none

 

Minutes - Rick Martin moved to approve the minutes of the April 5, 2010 regular council meeting and the April 14, 2010 special meeting.  Motion seconded by Becky Anderson and passed.

 

Mayor's Report - Mayor Neuschafer welcomed the Kansas Tour Directors group, participated in the official opening of E. Swensson Street and the Arbor Day activities on Main Street.  She noted that she will be attending the League Leadership Summit and Mayor?s Conference in Lawrence on May 7 & 8.

 

MEETINGS OF NOTE: the 2011 Budget work session on May 10th and MASWU on May 18th.

 

APPOINTMENTS: Mayor Neuschafer presented the following citizen committee appointments for approval.  Library Board - Phyllis Kelling & John Leaf; Housing Authority Board - Jerry Leaf; Planning & Zoning Commission - Ken Swisher, Karmon Almquist & Joel Woodard; Board of Zoning Appeals - Terry Nation & Ken Swisher; Cemetery Board - Warren Webster; Design Review Board - Shirley Malm & Toni Thompson; Public Safety Advisory Committee - Svetlana Danilina, Scott Achenbach & Callie Weibert; Sister City - Dean Anderson;  Tree Board - John Flohr, Abner Vickery & Warren Webster; Convention & Visitors Bureau Board - Susan Achenbach & Sue Schlagel; Parks & Recreation Advisory Board - Ervalene Johnson & David Naistat.  Betty Nelson moved to approve the appointments.  Motion seconded by Russ Hefner and passed.

APPOINTED OFFICERS - Mayor Neuschafer presented the following officer appointments: City Administrator - Greg DuMars; City Clerk - Jerry Lovett-Sperling; Director of Public Safety - Tim Berggren; Director of Public works - Tim Dunn; Director of Parks & Recreation - Thad Morrical; City Attorney - William Gusenius; Municipal Judge - Gary Price; Fire Chief - Willard Keding; Treasurer - Larry Lindgren.  Betty Nelson moved to approve the officer appointments.  Motion seconded by Brad Howe and passed.

 

ELECTION OF COUNCIL PRESIDENT - Russ Hefner nominated Betty Nelson and was seconded by Becky Anderson.  Lloyd Rohr moved that nominations cease and cast a unanimous ballot for Betty Nelson.  Motion seconded by Ken Branch and passed.

 

Planning & Zoning - ANNEXATION ORDINANCE 4648 - Brad Howe moved to adopt Ordinance 4648 annexing a portion of ground into the boundaries of the City.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

Administration & Finance - SMOKY VALLEY COMMUNITY FOUNDATION REQUEST - Brad Howe moved to approve a pledge of $10,000 affirmed to the Heritage Fund and SVCF before September 1, 2010 matching grant application deadline.  Motion second by Russ Hefner and passed unanimously by roll call vote.   

 

Utilities - WATER DEPARTMENT TRUCK BIDS - Lloyd Rohr moved to approve the purchase of the F-350 truck from Midway Motors in the amount of $17,940 and the utility compartment bed from Truck Parts and Equipment in the amount of $11,890.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

EFFLUENT LINE EASEMENTS - Lloyd Rohr moved to approve the effluent line easements for the golf course in the amount of $3743.00.  Motion seconded by Brad Howe and passed.

 

CASH COLLECTIONS SYSTEM - Lloyd Rohr moved to approve the purchase of the Cash Collection System from Incode at a cost of $8,553.00.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

KMEA VOLUNTARY ASSESSMENT - Lloyd Rohr moved to participate in the KMEA Voluntary Assessment at a cost of $1,010.00.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

Streets & Parks - PLAYGROUND MULCH - Rick Martin moved to approve the purchase of mulch for the Viking Valley playground from Foster Brothers Products in the amount of $2065.00.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

MID KANSAS COOPERATIVE EASEMENT REQUEST - Rick Martin moved to approve the easement request of Mid Kansas Coop as presented.  Motion seconded by Brad Howe and passed.

 

MID KANSAS COOPERATIVE DRIVEWAY REQUEST - Rick Martin moved to approve the request of Mid Kansas Coop to widen the driveway on the south side of Lincoln Street at their expense.  Motion seconded by David Higbee and passed.

 

Public Safety - ORDINANCE 4647 - HEALTH AND WELFARE CODE CHANGES - Rick Martin moved to adopt Ordinance 4647 amend the health and welfare code of the city.  Motion seconded by Betty Nelson and passed.

 

EMS PAGERS - Rick Martin moved to approve the purchase of 8 pagers from TBS at a cost of $3,035.00.  Motion seconded by Becky Anderson and passed unanimously by roll call vote.

 

EXECUTIVE SESSION - Rick Martin moved to enter Executive Session with the city administrator and city attorney to discuss real estate purchase for 10 minutes.  Motion seconded by Betty Nelson and passed.  Executive session was entered at 7:15 p.m. and returned at 7:25 p.m.  Council took no action.

 

Purchase Order Ordinance 4646 - Betty Nelson moved to approve payment of Purchase Order Ordinance 4646.  Motion seconded by David Higbee and passed unanimously by roll call vote.

 

Payroll Ordinances 4644 & 4645 - Lloyd Rohr moved to approve payment of Payroll Ordinances 4644 & 4645.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

Adjournment - Russ Hefner moved to adjourn the meeting.  Motion seconded by David Higbee and passed.  Meeting adjourned at 7:40 p.m.
