LINDSBORG CITY COUNCIL

Minutes - April 5, 2010

6:30 p.m.

 

Members Present - Betty Nelson, Becky Anderson, Ken Branch, Lloyd Rohr, David Higbee, Rick Martin, Brad Howe and Judy Neuschafer

Absent - Russ Hefner

Others - Greg DuMars, Jerry Lovett-Sperling, Gary Shogren, Carla Wilson, Thad Morrical, Larry Lindgren, Tim Dunn, Tim Berggren, Dan Carr, Jack & Marliss Detmers and Susan Achenbach

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Mayor Neuschafer.

 

Public Input - None

 

Amendments to the Agenda - None

 

Minutes - Brad Howe moved to approve the minutes of the March 1st regular council meeting and the March 10th special meeting.  Motion seconded by Rick Martin and passed.

 

 

Mayor's Report - Mayor Neuschafer noted that she and the City Administrator attended the Governor's ceremony for Jim Richardson.  She also gave a welcome to the State Hospital Auxiliary.  Among the meetings, Mayor Neuschafer noted the city-wide cleanup scheduled for April 17th.  Mayor Neuschafer submitted Kevin Snyder for appointment to the Fire Department.  It was moved by Betty Nelson and seconded by Lloyd Rohr to approve the appointment; motion passed.  She also submitted Jay Jensen for appointment to the fire Department.  It was moved by Ken Branch and seconded by Brad Howe to approve the appointment; motion passed.

 

 

Proclamation for Fair Housing Month - Mayor Neuschafer read a proclamation declaring Fair Housing Month.

 

 

Planning & Zoning - no report

 

 

Admin & Finance - INSURANCE QUOTE - Brad Howe moved to approve $90,532 for the city insurance from FEE Insurance.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

OFFICIAL CITY DEPOSITORIES - Brad How moved to approve Lindsborg State Bank, Farmers State Bank, Bank of America and the Kansas Municipal Investment Pool as official city depositories.  Motion seconded by David Higbee and passed.

 

OFFICIAL PUBLICATIONS - Brad Howe moved to approve the Lindsborg News Record as the official city publications printer.  Motion seconded by Lloyd Rohr and passed.

 

RENAISSANCE ROOFING EXTRAS - Brad Howe moved to approve $3,487.00 for the remainder of the work done on the west cornice of City Hall.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

EXECUTIVE SESSION - Lloyd Rohr moved to go to executive session for 10 minutes for attorney-client privilege to include the city attorney and the city administrator.  Motion seconded by Rick Martin and passed.  Executive session began at 6:42 p.m. and returned at 6:52 p.m.  No action taken.

 

 

Utilities - KMEA DIRECTOR #2 POSITION - Lloyd Rohr moved to re-appoint Brad Howe for the #2 position for KMEA.  Motion seconded by Betty Nelson and passed.

 

TREE TRIMMING QUOTE - Lloyd Rohr moved to approve funds not to exceed $22,000 for Salina Tree to trim area 4 of the city for 2010.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

PLOTTER PROPOSAL - Lloyd Rohr moved to approve funds not to exceed $3,760.00 for the purchase of a Plotter from Salina Blueprint.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

RESOLUTION 03-10 - Lloyd Rohr moved to adopt Resolution 03-10 authorizing the city administrator to be a signatory for the KDHE loan.  Motion seconded by Brad Howe and passed with 6 yes votes and 1 no vote.

 

 

Streets & Parks - none

 

 

Public Safety - HEALTH AND WELFARE CODE CHANGES - Rick Martin moved to approve changing the penalty section in the Health and Welfare sections of the 3900 code from misdemeanors to infractions allowing citations and fines without jail time.  Motion seconded by Becky Anderson and passed.  Staff will draft an ordinance for final approval.

Purchase Order - Betty Nelson moved to approve payment of Purchase Order 4642.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

 

Payroll - Brad Howe moved to approve payment of Payroll Ordinances 4640 & 4641.  Motion seconded by Lloyd Rohr and passed unanimously by roll call vote.
