June 1, 2009 - Minutes
Members Present - Brad Howe, Rick Martin, Becky Anderson, Russ Hefner, Betty Nelson, Ken Branch & Judy Neuschafer
Absent - Lloyd Rohr, Brad Howe and one vacant seat
Others - Greg DuMars, Jerry Lovett-Sperling, Tim Dunn, Gary Shogren, Larry Lindgren, Bill Gusenius, Tim Berggren, Dan Carr, Jack & Marliss Detmers, Denise Schwantes, Susan Achenbach, Naomi Durant and Pastor James Harrison.
The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said. Invocation was given by Pastor James Harrison.
Public Input - Denise Schwantes spoke regarding the upcoming Thor's Roar scheduled for August 8th. She voiced some concerns about communications since the Chamber will be unavailable for questions & concerns. She had been informed that the phones would still be answered and people available for assistance.
Amendments to Agenda - None
Minutes - Russ Hefner moved to approve the Minutes of the May 4, 2009 regular council meeting. Motion seconded by Betty Nelson and passed.
Mayor's Report - Mayor Neuschafer requested that Darren Ebling be appointed to serve on EMS. Betty Nelson moved to approve the appointment. Motion seconded by Ken Branch and passed.
Mayor Neuschafer noted that she rode in the May Day Parade on May 8th and then attended the Governing Body Institute and Mayor's Conference in Topeka on the 8th & 9th. She then noted the list of meetings and emphasized Midsummers Day and the Jenny Lind concert on the 15th.

Administration & Finance - SIGN DONATION REQUEST - Billboard is located north of Lindsborg on US 81B that is to be used for non-profit/municipality. Betty Nelson moved to accept the billboard. Motion seconded by Russ Hefner and passed.
COMMUNITY WELLNESS CENTER REQUEST - The Community Wellness Center Action Team has submitted a request for $2,000 to assist in funding architectural/engineering services for the center's preliminary design. Betty Nelson moved to approve up to $2,000 for the request. Motion seconded by Russ Hefner. Discussion followed and the motion and second were withdrawn. Betty Nelson moved to partner with any and all of the 5 community partners to share equally with the city providing up to $2,000 for the wellness center request. Motion seconded by Russ Hefner and passed unanimously by roll call vote.
COURT APPOINTED ATTORNEY PAY RATE - Municipal Judge Gary Price has requested that appointed attorney pay be raised from $50 to $75 per hour. Betty Nelson moved to support the pay rate request and include it in the 2010 budget. Motion seconded by Russ Hefner and passed.
HISTORIC CONSULTATION SERVICES - SUNDSTROM BUILDING - Betty Nelson moved to approve up to $4,000 for historic consulting services by Davis Preservation. Motion seconded by Russ Hefner and passed unanimously by roll call vote.
HISTORIC "HOBO" SIGN - Betty Nelson moved to approve placement of the "Hobo" sign on the south end and west side railing on the trail. Motion seconded by Russ Hefner and passed.
Utilities - No action items
Streets & Parks - No action items
Public Safety - NO PARKING SIGNS - LINDSBORG MIDDLE SCHOOL - It has been requested that the temporary "no parking" signs at the curve on the south side of Cedar & Madison be removed and permanent signs put in place. Rick Martin moved to approve the placement of permanent signs. Motion seconded by Russ Hefner and passed.

Purchase Order - Russ Hefner moved to approve payment of Purchase Order 4602. Motion seconded by Becky Anderson and passed unanimously by roll call vote.
Payroll - Betty Nelson moved to approve payment of Payroll Ordinance 4600 & 4601. Motion seconded by Ken Branch and passed unanimously by roll call vote.
Other - Comment about citizens allowing grass clippings in streets. Comment regarding how well the golf course looks.
Adjournment - Rick Martin moved to adjourn the meeting. Motion seconded by Russ Hefner and passed. Meeting adjourned at 7:18 p.m.
