Minutes

August 11, 2008 – 6:30 p.m.

 

Members Present – Brad Howe, Rick Martin, Ken Branch, Wes Fisk, Betty Nelson, Becky Anderson, Lloyd Rohr & Judy Neuschafer

Absent – Russ Hefner

BUDGET HEARING – 6:15 P.M.

 

Mayor Neuschafer declared the hearing open.  There were no questions or comments from the public.  The hearing closed at 6:18 p.m.

 

COUNCIL MEETING – 6:30 P.M.

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Pastor Bill Buschbom.

 

Public Input – Don Anderson presented a brief report on his and Dorene’s recent visit to Scandinavia.  He expressed an invitation for a new phase of interaction with our sister city of Munkfors.  He also presented a book of artwork…..

 

Amendments to the agenda – none

 

Minutes – Rick Martin moved to approve the minutes of the July 7, 2008 regular council meeting and the July 24, 2008 special council meeting.  Motion seconded by Brad Howe and passed.

 

Mayor’s Report – Mayor Neuschafer noted that the car show was a success, but that Thor’s Roar was rained out for the second year in a row.  She thanked city staff for the informative newsletter and also the Ecohome publication.  Remember that school is starting so be aware of school zones AND the construction on Harrison/Cole.  The League of Kansas Municipalities annual conference is coming up on October 11 – 14 in Wichita.  Be sure to let Jerry know if you wish to attend.  A reminder that the September council meeting has been changed to Monday, September 8. 

Appointments: Betty Nelson moved to approve the appointment of Doug Smith to the Public Safety Advisory board.  Motion seconded by Ken Branch and passed.  Ken Branch moved to approve the appointment of Gil Lobdell to the fire department.  Motion seconded by Wes Fisk and passed.

Planning & Zoning – no report

 

Administration & Finance – 2009 BUDGET – Brad Howe moved to approve the 2009 City Budget.  Motion seconded by Lloyd Rohr.  The City Administrator pointed out several informational sheets to use as reference.  The motion passed unanimously by roll call vote.

 

2007 AUDIT CONTRACT – Brad Howe moved to approve the contract with David O’Dell for the 2007 city audit in an amount not to exceed $9,900.00.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

CVB LOGO DESIGN – Betty Nelson moved to approve the design selected by the CVB Board of Directors and the $1,000.00 as prize money for the artist.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

CVB AGENCY AGREEMENT – Lloyd Rohr moved to approve $1,800.00 monthly for Start-Thinking, LLC to provide assistance in the development & promotion of the marketing activities of the CVB.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

Utilities – no items

 

Streets & Parks – RECYCLING CENTER CONCRETE JOINT SEAL – Becky Anderson moved to approve $6,250.00 for Coy Construction to apply sealant for the new recycling center location.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

GOLF COURSE FURNACE – Becky Anderson moved to approve $5,206.00 to purchase the furnace from Steve’s Refrigeration Service.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

RECYCLING CENTER FENCE – Becky Anderson moved to approve the bid from Dellinger fence at a cost of $8,075.00.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

Public Safety – ORDINANCE 4558 – STANDARD TRAFFIC OFFENSE CODE – Rick Martin moved to adopt Ordinance 4558.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

ORDINANCE 4559 – PUBLIC OFFENSE CODE – Rick Martin moved to adopt Ordinance 4559.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

ORDINANCE 4563 – KENNEL LICENSE AMENDMENT – Rick Martin moved to adopt Ordinance 4563 which clarifies some of the language in the ordinance regarding kennels.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

Purchase Order – Lloyd Rohr moved to approve payment of Purchase Order Ordinance 4562.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

Payroll – Betty Nelson moved to approve payment of Payroll Ordinances 4560 & 4561.  Motion seconded by Ken Branch and passed unanimously by roll call vote.

 

Adjournment – Lloyd Rohr moved to adjourn the meeting.  Motion seconded by Rick Martin and passed.  Meeting adjourned at 7:15 p.m.
