LINDSBORG CITY COUNCIL

Minutes

June 2, 2008 – 6:30 p.m.

 

Members Present – Ken Branch, Betty Nelson, Russ Hefner, Wes Fisk, Becky Anderson, Rick Martin, Brad Howe & Judy Neuschafer

Absent – Lloyd Rohr

Others – Greg DuMars, Jerry Lovett-Sperling, Gary Shogren, Larry Lindgren, Tim Dunn, Tim Berggren, Dan Carr, Chris Bauman, Priscilla Johnson, Jack & Marliss Detmers, Nancy Salminen, Pastor James Harrison, Bill Gusenius, Thad Morrical & Sue Schlagel

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Pastor James Harrison. 

 

Public Input – Nancy Salminen was present to request that Council look into the possibility of getting crossing guards for Main & State Streets and Washington and Lincoln Streets.  Ms. Salminen requested the topic be given to committee for consideration.  Council agreed.

 

Amendments to Agenda – None

 

Minutes – Betty Nelson moved to approve the minutes of the May 5, 2008 regular meeting and May 12, 2008 special council meeting.  Motion seconded by Brad Howe and passed.

 

Mayor’s Report – Mayor Neuschafer made special not of upcoming important dates: city wide garage sales and paper shredding on the 7th,  city wide cleanup on the 14th, Midsummer’s Day on the 21st along with the Volvo car club.  She also noted the Special Council meeting on the 23rd at 7:00 a.m. and committee meetings later that week.

 

Planning & Zoning – no action.

 

Administration & Finance – LONG TERM OBLIGATION (DEBT) POLICY – Brad Howe moved to approve the Long Term Obligation Policy.  Motion seconded by Russ Hefner and passed.

 

Utilities – no items.

 

Streets & Parks – SIDEWALK WAIVER REQUEST – Becky Anderson moved to approve the sidewalk waiver request for 518 S. Kansas Street.  Motion seconded by Rick Martin and passed.

KANSAS HIGHWAY 4 OVERLAY BIDS – Becky Anderson moved to approve funds not to exceed $56,000.00 to APAC-Shears for our portion of the asphalt overlay on K-4 highway from Coronado Ave. to Third Street.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

SWENSSON PARK FISH POND DISCUSSION – Becky Anderson moved to have Mayor Neuschafer appoint a committee to study this issue.  Motion seconded by Betty Nelson and passed.

 

Public Safety – COURT FEE ORDINANCE 4550 – Rick Martin moved to adopt Ordinance 4550 as it relates to Municipal Court fees.  Motion seconded by Wes Fisk and passed unanimously by roll call vote.

 

Purchase Order – Russ Hefner moved to approve payment of Purchase Order Ordinance 4549.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

Payroll - Russ Hefner moved to approve payment of Payroll Ordinances 4547 & 4548.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

Adjournment – Rick Martin moved to adjourn the meeting.  Motion seconded by Betty Nelson and passed.  Meeting adjourned at 7:11 p.m.
