LINDSBORG CITY COUNCIL

Minutes

March 3, 2008 – 6:30 p.m.

 

Members Present – Russ Hefner, Lloyd Rohr, Brad Howe, Wes Fisk, Betty Nelson, Ken Branch & Judy Neuschafer

Absent – Rick Martin & Becky Anderson

Others – Greg DuMars, Jerry Lovett-Sperling, Gary Shogren, Tim Dunn, Dan Carr, Larry Lindgren, Tim Berggren, Bill Gusenius, Loren Mai, Jack & Marliss Detmers, Sue Schlagel, Chris Bauman, Priscilla Johnson

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  Invocation was given by Pastor Loren Mai.

 

Public Input – none

 

Amendments to Agenda – none

 

Minutes – Betty Nelson moved to approve the minutes of the February 4, 2008 regular council meeting.  Motion seconded by Lloyd Rohr and passed.

 

Mayor’s Report – The trail has won another award.  This one is from the American Public Works Association and will be given on May 1, 2008.  March 13 is the Mayor’s Prayer Breakfast at St. Bridget’s of Sweden at 6:45 a.m.  Included in the council packets are the minutes of the various committees that have met in the last month.  This weekend, the Stockholm Restaurant will be host to china painters.  Don’t forget all of the activities during Holy Week.  Also a reminder to be watchful of bikers and walkers as the weather gives way to Spring.  Be aware of the rules of the road.

 

Planning & Zoning – no action

 

Administration & Finance – HERITAGE FUND – Brad Howe moved to approve the donation of $10,000 to establish a Heritage Fund within the Smoky Valley Community Foundation.  Motion seconded by Russ Hefner and passed by roll call vote with Betty Nelson abstaining and all others voting yes.

 

KANSAS TOURISM INITIATIVE – Brad Howe moved to write letters of support to both the Kansas Senate and House of Representatives regarding the Kansas Tourism Initiative.   Motion seconded by Wes Fisk and passed.

 

UTILITIES – TREE TRIMMING CONTRACT – Lloyd Rohr moved to approve funds not to exceed $22,000.00 for Salina Tree to continue with the ongoing tree trimming for the city.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

Streets & Parks – SKID LOADER – Ken Branch moved to approve $25,790.00 to purchase a skid-steer loader from Bobcat of Salina.  Motion seconded by Russ Hefner and passed unanimously by roll call vote. 

 

FRONT END LOADER – Ken Branch moved to approve $88,193.00 to purchase a John Deere front end loader from Murphy Tractor Company.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

ORDINANCE 4537 – Ken Branch moved to adopt Ordinance 4537 which condenses the name of Academy Avenue, Academy Street and Swensson Avenue to Swensson Street.  Motion seconded by Betty Nelson and passed.

 

Public Safety – POLICE CAR LIGHT BAR – Wes Fisk moved to approve $1,180.00 to purchase a Whelan Police LED light bar from OMB.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

 Purchase Order – Ken Branch moved to approve payment of Purchase Order Ordinance 4538.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

Payroll – Lloyd Rohr moved to approve payment of Payroll Ordinances 4535 & 4536.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

Other – Welcome to Gary Shogren, Community Development Director for the City of Lindsborg. 

Council advised that Bryant & Bryant would begin on Harrison/Cole on July 1, 2008

 

Adjournment – Lloyd Rohr moved to adjourn the meeting.  Motion seconded by Brad Howe and passed.  Meeting adjourned at 6:58 p.m.
