The meeting was called to order at 5:30 p.m.
The City Administrator informed council that this series of
items deals with the United States Department of Agriculture Rural Development
Application to improve East Union Street. He introduced David Barber, Area
Specialist with the USDA, who then reviewed each document on the list as

Federal Collection Policies
Mr. Barber stated that these forms are normally adopted by
resolution. Mayor Magnuson stated that these items could be adopted
individually or in mass. Becky Anderson moved to adopt all 10 items by
Resolution 04-07 for the application with rural development. Motion seconded
by Betty Nelson and passed unanimously by roll call vote.
Executive Session – Russ Hefner moved to go to
Executive Session with council, mayor and city administrator for 10 minutes to
discuss real estate purchase. Motion seconded by Lloyd Rohr and passed.
Executive session began at 6:04 p.m. and ended at 6:14 p.m. Betty Nelson moved
to return to executive session for 10 more minutes. Motion seconded by Rick
Martin and passed. Executive session began at 6:16 p.m. and ended at 6:25
p.m. Betty Nelson moved to return to executive session for 13 minutes. Motion
seconded by Russ Hefner and passed. Executive session began at 6:27 and ended
at 6:40 p.m. Russ Hefner moved to return to executive session for 10 minutes.
Motion seconded by Rick Martin and passed. Executive session began at 6:41
p.m. and ended at 6:51 p.m.
Adjournment - Betty Nelson moved to adjourn the
meeting. Motion seconded by Rick Martin and passed. Meeting adjourned at 6:52
