LINDSBORG CITY COUNCIL

Minutes – January 2, 2007

6:30 p.m.

 

Members Present – Russ Hefner, Rick Martin, Lloyd Rohr, Betty Nelson, Ken Branch, Brad Howe, Becky Anderson & John Magnuson

Absent – Bill Taylor

Others – Greg DuMars, Jerry Lovett-Sperling, Tim Berggren, Larry Lindgren, Jack & Marliss Detmers, Dan Carr, Thad Morrical, Tim Dunn, Annette Duncan & Bunny Hultgren

 

The meeting was called to order at 6:30 p.m. and the Pledge of Allegiance was said.  There was no invocation but a time of silence was observed for the National Day of Mourning for President Gerald Ford.

 

 

Public Input – Lou Davis asked for clarification for when council meeting would be aired on channel 13.  One week following the Wednesday following the council meeting.  Meetings will run for one week at 7 a.m., noon, and 7 p.m.

 

Amendments to Agenda – none

 

 

Minutes – Brad Howe moved to approve the minutes of the December 4, 2006 regular council meeting and the December 28, 2007 yearend council meeting.  Motion seconded by Russ Hefner and passed.

 

 

Mayor’s Report – Mayor Magnuson welcomed Andrew Kahler as he joined Brandon Whetstone for filming the meeting.  The Mayor submitted Norman Dauer for appointment to the Board of Zoning Appeals to fill the term of Russell Hefner.  Betty Nelson moved to approve the appointment.  Motion seconded by Becky Anderson and passed.  The Mayor submitted Gary Price for appointment as Municipal Judge replacing David A. Page.  Brad Howe moved to approve the appointment.  Motion seconded by Betty Nelson and passed.  The Clerk announced that January 23 at noon is the filing deadline for those wishing to run for the office of mayor or council members.  Filing can be done at city hall or the county clerk’s office.  Mayor Magnuson reminded council of City Hall Day at the Capitol on Thursday, January 25th.  Contact Jerry if you wish to attend.  Mayor Magnuson submitted a copy of the letter written by Jim Richardson as public record.

 

Administration & Finance – ARCHITECT CONTRACT – Brad Howe moved to approve the contract with C. F. Abercrombie for the City Hall needs assessment in the amount of $8,677.00.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

COMPUTER NETWORK PROPOSALS – Betty Nelson moved to approve $34,651.55 to purchase the needed computers/software for the 2007 upgrade from various vendors to get the best pricing.  Motion seconded by Lloyd Rohr and passed unanimously by roll call vote.

 

Utilities – WWTP ENGINEERING – Lloyd Rohr moved to approve the contract with professional Engineering Consultants to do an analysis and planning study of the wastewater system and the wastewater treatment plant at a cost of $49,300.00.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

WWTP TRUCK BIDS – Lloyd Rohr moved to purchase a 2007 Ford ¾ ton truck from Long McArthur at a cost of $15,958.00.  Motion seconded by Rick Martin and passed unanimously by roll call vote.

 

WWTP TOMMY-LIFT – Lloyd Rohr moved to approve $1,867.00 to purchase a Tommy-Lift for the WWTP truck from Ginder Hydraulic.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

7200 UPGRADE BIDS – Lloyd Rohr moved to approve the bid from Capital Electric in the amount of $233,200.00.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

7200 UPGRADE MATERIALS – Lloyd Rohr moved to approve $39,516.81 for materials for the 7200 upgrade from Kriz Davis.  Motion seconded by Brad Howe and passed unanimously by roll call vote.

 

TRANSFORMER QUOTES – Lloyd Rohr moved to approve the purchase of 35 new transformers while trading in 54 with Solomon electric at a cost of $28,640.00.  Motion seconded by Russ Hefner and passed unanimously by roll call vote.

 

Streets & Parks – no items

Public Safety – no items

 

Purchase Order – Lloyd Rohr moved to approve payment of Purchase Order Ordinance 4474.  Motion seconded by Betty Nelson and passed unanimously by roll call vote.

 

Adjournment – Betty Nelson moved to adjourn the meeting.  Motion seconded by Brad Howe and passed.  Meeting adjourned at 7:10 p.m.
